Often, yes. A spongy hydraulic lever usually means air in the system, fixed with a bleed. We'll check the pads and rotors too, in case they're the real cause.
It depends on mileage, weather and terrain. City riders in the wet wear pads faster. We'll measure yours during any service and only recommend replacement when they're genuinely low.
